BAYSHORE BEAUTIFICATION MSTU ADVISORY COMMITTEE MINUTES
OF THE JANUARY 9,2013 MEETING
The meeting of the Bayshore Beautification MSTU Advisory Committee was called to order
by Chairman Maurice Gutierrez at 5:00p.m. at the MSTU Office 4069 Bayshore Drive.
1. Roll Call: Present: Advisory Committee Members: Maurice Gutierrez (Chairman),
Sheila Dugan, Sandra Arafet, and Robert Messmer. Victoria Nicklos and Carolyn
Cochrane had excused absences. Gerry Buck had an unexcused absence.
MSTU Staff Present: Sue Trone (MSTU Project Manager), and Jean Jourdan (Interim
Director).
2. Adoption of Agenda: Mr. Gutierrez asked for adoption of the agenda. Motion: Arafet.
Second: Messmer. Approved: 4-0.
3. Approval of Minutes: Mr. Gutierrez asked for approval of the minutes from the
December 2012 meeting. Motion: Dugan. Second: Messmer. Approved: 4-0.
4. Projects Report:
MSTU Report
a. Landscape Maintenance Update. New fertilizer has been applied throughout
the project area. This has a higher level of Nitrogen in it and is greening the
landscape up nicely. Since the last meeting there has been one mainline break
and two lateral breaks. Two were repaired—the remaining lateral break will be
repaired immediately (it's a recent break). Ground Zero lifted branches along
the sidewalks, trimmed branches per CAT request for bus clearance. Christmas
banners will be removed next week and they will be replaced with Spring
banners. Alligator bags on South Bayshore were removed. Two dead palms on
South Bayshore and the dead royal palm were removed.
b. Bayview Drive and Lunar Street Update. The Purchasing Department
continues to process the bid package. MSTU staff estimate the bidding process
may be complete by March.
c. Thomasson Drive Engineering. The Purchasing Department continues to
process the RFP package.
d. North MSTU Streetlights. Final residential signatures for streetlights have
been obtained. Information for shield installation is collected and has been

acknowledged by Florida Power and Light. A final cost estimate is being
prepared. A contract will be prepared and lights will be installed.
CRA Update
e. Bids for Redevelopment of CRA Properties. The CRA received sealed bids
on December 5, 2012 for development of five residential properties. The
highest and best offer was for$13,000 per property. The CRA Board will review
the offer at the next meeting.
f. Growth Management Plan Amendment. CRA staff are proposing an
amendment to the Growth Management Plan for two purposes:
i. Map Amendment: To extend the GT-MUD overlay throughout the
CRA boundary, north of Davis Blvd.
ii. To Expand Qualifications of Bonus Density Units: To incentive
more rapid redevelopment by allowing developers to access bonus
density units in addition to those developing mixed use projects.
5. Old Business
a. Request payment of services. Motion: Arafet. Second: Dugan. Approved: 4-0.
6. New Business
a. Proposed Landscape Maintenance Expansion: Peters Street
Residents on Collee Court and Peters Street have approached the MSTU on
several occasions—even prior to staffing responsibilities being transferred to
the CRA—for assistance with maintenance of the ditch on the east side of
Peters Street, south of the area that is maintained by Kite Realty. Staff has
generally referred the neighborhood back to Collier County Road Maintenance.
At last contact, May 23, 2012, Road Maintenance acknowledged its
responsibility to maintain the area. By its admission, maintenance is
infrequent—only occasionally throughout the year.
Local residents have requested the MSTU provide additional maintenance to
the ditch.
Maurice Gutierrez stated that the residents in this area have been in the MSTU
since the beginning of the creation of the MSTU yet they have derived no
benefit because they are far removed from Bayshore Drive. Adding this
maintenance to the neighborhood seems reasonable. Bob Messmer and Sheila
Dugan expressed initial reservations because the area is under the
responsibility of Road Maintenance, but understanding that the area will never
receive a higher level of service with respect to maintenance, they agreed that
supporting the neighborhood with landscape service is reasonable. Motion to

initially clean up the ditch indicated on the backup material and maintain up to
16 times a year: Arafet. Second: Messmer. Approved: 4-0..
b. Traffic Study for Collee Court
Collee Court is a dead end street. Frequently drivers errantly turn down Gordon
Street or Peters Street and turn onto Collee Court with the expectation that
Collee leads to US-41. When Collee does not lead to US-41 the drivers are
forced to turn their vehicles around in front of the properties on Collee. Because
the road is narrow, this frequently causes damage to mail boxes and fences
around private property. The residents have asked for assistance with this
problem.
Motion to seek guidance from Collier County staff in Traffic Operations or
related department: Arafet. Second: Messmer. Approved: 4-0.
7. Committee Communications.
Sue Trone provided an updated list of homesteaded properties. The updated list
included information on Danford.
Sandra Arafet forwarded comments from her neighbor (Lightow) who feels strongly
that Danford should be prioritized for improvements. This neighbor also wishes to be
emailed.
8. Public Comments: No comment.
9. Adjournment. The meeting adjourned at 5:41 PM.
