BAYSHORE BEAUTIFICATION MSTU ADVISORY COMMITTEE MINUTES
OF THE DECEMBER 5, 2012 MEETING
The meeting of the Bayshore Beautification MSTU Advisory Committee was called to order
by Chairman Maurice Gutierrez at 5:00p.m. at the MSTU Office 4069 Bayshore Drive.
1. Roll Call: Present: Advisory Committee Members: Maurice Gutierrez (Chairman),
Sheila Dugan, Sandra Arafet, Gerry Buck, and Robert Messmer. Victoria Nicklos and
Carolyn Cochrane had excused absences.
MSTU Staff Present: Sue Trone (MSTU Project Manager), and Jean Jourdan (Interim
Director).
2. Adoption of Agenda: Mr. Gutierrez asked for adoption of the agenda. Motion: Arafet.
Second: Messmer. Approved: 5 -0.
3. Approval of Minutes: Mr. Gutierrez asked for approval of the minutes from the
November 2012 meeting. Mr. Messmer complained that minutes were not emailed to
him earlier in the month. Ms. Trone explained that she was not aware that he wanted
the minutes sent to him earlier in the month —she will try to send him minutes sooner.
Motion: Buck. Second: Messmer. Approved: 5 -0.
4. Projects Report:
MSTU Report
a. Bayview and Lunar Update. The right -of -way review is complete. Staff
revisited property owners impacted by easements. Easement documents have
been prepared. The selection committee is being assembled by the Purchasing
Department. A bid must be publicly advertised. The SOW for CEI and FOR
have been produced.
b. Hawk System Completed. The second location of the Hawk System was
turned on November 20. Both have been operational since.
c. Linda Drive. A single purchaser has a contract to purchase 31 parcels on
Linda with a close date of 12/4.
d. Christmas on Bayshore. Whited Lighting decorated the MSTU area on
November 14. The decorations will remain in place (lighting will continue)
through January 15.
CRA Report
e. Fifth Third Loan. The Finance Committee continues to negotiate with Fifth
Third Bank regarding the CRA loan refinancing strategy. Staff has supported
the Office of Management and Budget. Both sides are eager to reach a
conclusion agreeable to both sides.

f. New Construction in Area. Two new single family homes are being built in the
area. A new home on Bayview Drive and a new home on Van Buren will be
completed in December.
g. Residential Infill. Sealed bids are due to the CRA office on December 5 for
redevelopment of five of the CRA -owned residential properties. Beginning bids
are set at $12,000.
5. Old Business
a. Capital Improvement Plan: Staff performed analyses of the budget and goals of
the MSTU in light of the conversation had at the Capital Improvement
Workshop on November 7, 2012. A primary interest of the advisory committee
is brining improvements to side streets in the Bayshore MSTU. Staff advised
that bringing the Thomasson Drive project to completion would be wise given
the popularity of the project and the monetary contribution available from Collier
Enterprises which is contingent upon completing engineering by September
2014.
Staff provided three options (alternatives) for activities based on the
assumption that revenue is static over time. The third option allowed for
completion of Thomasson Drive by 2016 while completing side streets in 2013,
and starting design of the next side street by in 2014.
Mr. Gutierrez pointed out that several residents who own property near
Thomasson Drive attended the MSTU's public meetings and expressed support
for this project and expressed willingness to enter into the MSTU. Ms. Dugan
and Mr. Buck expressed support for Option 3. Mr. Messmer expressed
opposition to Option 3 —he supported Option 2. The group recognized that
capital planning is a fluid process, that the future is changeable. The group
moved to be aggressive, pursuing completion of Thomasson along with
maintaining momentum of side street improvements. Motion: Dugan. Second:
Buck. Approved: 4 -1.
6. New Business
a. Adoption of Side Street Improvement Plan Methodology: During the Capital
Improvement Plan Workshop members of the advisory committee requested
staff devise a methodology for prioritizing streets for improvements. As the
workshop progressed, it was suggested that streets should be prioritized by the
number of homesteaded properties that each street has. Staff was tasked to
analyze side streets for homesteaded properties.
Following up on the task, staff drew on data from the Collier County Property
Appraiser. The homestead status of residential properties on the Bayshore
Drive side streets were studied. A table of all streets was made, including
information on the number of parcels on each street, number of those parcels
which are homesteaded properties, and percentage of homesteaded

properties. Based solely on percentages, the following streets have the highest
densities /concentrations of homesteaded properties in the study area:
i. Constitution (83 %)
ii. Becca (71 %)
iii. Colonial (68 %)
iv. Antique (67 %)
V. Lakeview (62 %)
Staff reminded the members that other factors must be considered -50 % +1 of
property owners must agree to have improvements made. The size of the
street, and thus the scope of work involved by the project, should be
considered. NOTE: Antique —the street with the fourth highest percentage of
homesteaded properties only has 3 parcels on it.
b. Palm Replacement — Approval. There is a dead palm on Bayshore Drive.
Ground Zero provided a proposal to replace the palm for $450. Motion: Dugan.
Second: Buck. Approved: 5 -0.
c. Proposal for Legal Description and Sketch. Staff have prepared draft easement
documents for the Bayview and Lunar Streetscape Improvements. To finalize
the easement documents an official legal description and sketch must be
obtained. RWA has provided a proposal to the MSTU for these services for an
amount not to exceed $600. Motion: Buck. Second: Dugan. Approved: 5 -0.
d. Joint MSTU & CRA Workshop on January 14, 2013. Each year in January the
CRA and MSTU have a joint workshop between advisory committees /boards
with the County Commissioners /CRA Board. This year this workshop is
scheduled for January 14 from 1 to 4 PM. Everyone is encouraged to attend.
7. Committee Communications. None.
8. Public Comments: No public present.
9. Adjournment. The meeting adjourned at 6:32 PM.
