PARKS AND RECREATION ADVISORY BOARD
March 20, 2013

LET IT BE REMEMBERED, that the Collier County Parks and Recreation
Advisory Board, having conducted business herein, met on this date at 2:00 P.M.
in REGULAR SESSION at the North Collier Regional Park, Administration
Building, Conference Room A, 15000 Livingston Road, Naples, Florida,with the
following members present:

I. CALL TO ORDER
Chairman John Ribes called the meeting to order at 2:02 PM.
A quorum was established; five voting members were present.
II. PLEDGE OF ALLEGIANCE&INVOCATION
The Pledge of Allegiance was recited. The Invocation was offered by Mary Bills.
IIL APPROVAL OF AGENDA
Vice Chair Olesky moved to approve the Agenda as presented. Second by Murdo Smith.
Carried unanimously, 5-0.
IV. APPROVAL OF MINUTES: FEBRUARY 20,2013
Vice Chair Olesky moved to approve the minutes of the February 20, 2013 Minutes as
submitted. Second by Mary Bills. Carried unanimously, S-0.
V. STAFF HIGHLIGHTS:
A) Employees of the Month-December,2012 and January,2013
(1) Derrick"Rick" Garby—December,2012
(2)Natali Bentaucur—January,2013
Both were recognized and thanked for their outstanding service to the County.
B) Field Usage Report—Rick Garby
(A PowerPoint presentation was given.)
Dog Park:
• New fences were installed
• New water bowls were installed
• Signage/message board were refurbished
• Benches were installed
• Sound-deafening rubber fencing was installed
• Wind-screen fencing was installed
• Grading was done to fill in holes
• 50 Tons of dirt was installed
• Four new tables were built and installed
• Enclosures were built and installed for the recycling cans
• Trees were pruned—some trees were removed
Irrigation:
• Infrastructure is old-pipes are breaking under the sidewalks—no funds are
available to replace
• Basic maintenance is not being done—constantly chasing repairs and playing
"catch up"—it is not preventative—do not have time to check valves boxes to
determine which are functioning and which are not

North Collier Regional Park:
• Main line blew out—water was not available for approximately ten days
• Repairs were completed
Eagle Lakes Community Park:
• Closed two soccer fields
o Aerated fields
o Installed 80 Tons of sand on the fields
o Spread 700 lbs. of seed per acre
Projects:
• 4 dug-outs were repaired at one of the schools
• Soccer field—50 tons of sand installed—grounds were fertilized
• "lip being used on some fields
Q. Why aren't the schools paying for their fields?
A. The County leases some of the fields(elementary and middle schools) from the
School District—however Maintenance cannot work at the school sites during the
day. The schools use the fields during the day and the County maintains them.
Residents can use the fields after school and on weekends.
Phil Brougham:
• Time for the School District to"belly up to the bar"
• 50%of taxes pay for schools
• Not a financially,viable strategy-the County does not have enough staff to
maintain the parks that it currently owns
• The School Board should contribute funds to maintain the fields
Other comments: "This is crazy." "The schools get the better end of this deal."
Mr.Brougham requested to add an item to next month's Agenda for Barry Williams
and Staff to explain the financial implications of this arrangement and how proper
maintenance will be financed in the future. Where can funds be found?
Murdo Smith noted the policy has been in effect since 1972.
Rick Garby will provide figures. He stated it was more cost effective to maintain the
existing fields rather than buy land and build new fields.
C) Marketing Report—Peg Ruby
• A copy of the April calendar was distributed for review
• Summer camp promotion:
o "Chik-fil-a"is a sponsor—distributes cards to each customer
o Entered a float in the St. Patrick's Day Parade
o Registration begins-April Stn
o Radio and TV ad campaigns

o Career fairs at high schools—openings for summer employment
o Volunteer Appreciation luncheon—Saturday, April 27t'
D) Capital Projects Report—Hank Jones for Barry Williams
• 80195—Barefoot ADA Ramp Rework:
o Will inspect slope of ramp with Tony Ruberto and Transportation on
March 21st
o Grab rails will be installed
• 80194—Barefoot Beach Access Parking Improvement:
o Lot has not been graded properly
o Q Grady Minor will address issues-preparing drawings
• 80205—Clam Pass Emergency Repair:
o Entrance sign is"under control"
o Working Natali Bentaucur and Jack Wert to obtain funds to begin piling
repairs
• 80207—Clam Bay Facility Turnaround:
o Going forward with SDP-A
• XXX—Tigertail Boardwalk:
o (no information provided)
• 33128—East Naples Community Center—Hazard Mitigation Grant:
(Nancy Olson)
o Waiting for Corp. of Engineers to inspect project
o Removal of exotics 4 times to date
o Will close out in 3 months after final exotics removal
• 80220—Caxambas Dock Replacement:
o Was completed; utilized Operating Funds
• 8019—Caxambas Sidewalk Repair:
o Was completed;utilized Operating Funds
• 80085—Immokalee South Park:
o Obtained grant funding and project will proceed
• XXXX—Cindy Mysels Parking Expansion :
o Next step: formalize agreements and obtain funding
• 80221 Max Hasse Tennis Court Resurface:
o Worst courts will be resurfaced first

• 80216—NGRP Pool Stairs and Pump House:
o Temporary repairs have been made
o Qualified contractor(s)will be hired to complete the project
o Repairs to the tower have been scheduled to begin in the fall after the Park
has closed
o Staff has inspected the nozzles
• 80223— Vineyards Park Playground:
o Shade structure has been purchased and will be installed
o The IWF is still down due to computer issues—under warranty with the
installer
• 80217— Veterans'Park Roller Rink Repairs:
o In process of obtaining funding to paint roller rink
• 80024 Margood Resort Land:
o Walk through by Tony Ruberto is scheduled for March 20th
• 80047—Starcher Pettay Drainage: (Part of the tennis court resurfacing)
o Will determine which facilities will be repaired
o Starcher Pettay is located next to Naples Elementary—drainage plan was
designed but County will not sign agreement with School District to
assume complete liability in case of flood
o School views tennis court as"storm retention"
• 80065—Gordon River Greenway Park:
o Coast Guard approved bridge permit—has not yet issued same
o Required survey was done in-house—saved significant amount of money
o May 1st—anticipated start
o FPL will replace the old wood poles along Goodlette-Frank at no cost to
the County with high-capacity poles
o County will pay to bury the lines that go through the Park
• 80066/67—Bayview Park Playground:
o Play element remains to be designed
• 80086/80156/80146—Port of the Islands:
o Bids for boat ramp have been requested
o Anticipated start date: June
o Dumpster enclosure will be completed by the end of April
• 80204—Eagle Lakes Playground:
o Attempting to obtain funds to improve drainage
o New playground equipment will be installed during the 3rd week of April
o Re-grading must be completed first

• 80174—Max Hasse Expansion:
o Completed
• 80184—Eagle Lakes Community Center:
o 60%Plans have been completed
o Site Development Plan-Amended("SDP-A")was submitted to the
Growth Management Division("GMD")
o ` Waiting to receive Review comments
• 80207—Clam Pass Bridge:
o Piling repairs-waiting for funding
o TDC did not fund repairs
• Will attend TDC meeting next week
o Wood structure,drawbridge and electric were repaired in 2012
• 80600—Exotics Removal:
o Removal at NCRP, Sugden Park,ENCP and Barefoot Beach have been
completed.
"Ski" Olesky noted the Immokalee Sports Complex needs new equipment and
requested an update concerning progress.
VI. OLD BUSINESS:
A) Dogs in the Parks
(A copy of the proposed Ordinance was distributed to the Committee.)
• Has been under discussion since 2011 and was approved by the Committee
• Will be required to amend Ordinance to allow dogs on leashes within
boundaries of County's parks
Discussion concerning whether all parks would allow dogs or only certain parks as
suggested by the BCC.
• The amended Ordinance will allow leashed dogs in all County parks.
• Leashes are to be six feet or less in length.
• The other element was to allow a dog park in each District but is currently"on
hold."
• Owners will be fined a minimum of$50 if regulations are not observed.
• There will be signage.
• Dogs will not be allowed in preserve areas,nature center or park,playgrounds,
nature trails,athletic fields, in restrooms, or on Conservation Collier land.
(Does not apply to seeing-eye dogs or police dogs)
• It was suggested to add"Refer to Domestic Animal Ordinance" or the
definition of restricted areas in Amended Ordinance
Philip Brougham moved to approve the amended Ordinance to permit dogs on leashes
within all County parks. Second by Mary Bills.

Murdo Smith asked if special tags will be required for each dog to verify dog has received
up-to-date rabies inoculation.
It was noted this was a requirement of the City of Naples to allow dogs in its dog park.
Chairman called for a vote. Carried unanimously, 5—0.
The recommendation will be forwarded to the Board of County Commissioners for
review.
VII. NEW BUSINESS
A) Presentation: SWFL Adrenaline Soccer-Jeff Butzke,Owner
Jeff Butzke:
• Not-for-profit foundation
• Holds franchise for Lee and Collier Counties
• There are two professional soccer leagues: MSL and USL
• PDL consists primarily of college and after-college players who play from May
through July
o 65 teams through the country and in Canada
o professional soccer leagues draft players from MSL and USL
• SWFL Adrenaline is part of the PDL(players are amateurs—not paid)
• Team will play at Barron Collier High School field
• Will offer college scholarship during each home game
• Does not have a Women's Team yet—next year
• Goals:
o Build outdoor facility(5,000 seats)that can also be used by Lacrosse
teams and/or as a concert venue
o Build indoor facility that will also house basketball courts for use by the
community
• Not seeking funding from the County but would like to enter into a long-term
lease agreement with County for land
o Will welcome any suggestions from Committee regarding possible
location(s) (25 to 30 acres)
• Ticket prices: $5.00/adult—family package available—$20
• Beasley Broadcasting has been promoting the first game
• Games will be broadcast over the internet
• June 1st —Physicians' Regional Hospital Family Night for employees and
hospital volunteers and families—special section will be reserved for them
• Contacted the TDC—possibility for same arrangement for May 14`x'game
It was noted there is a possible parcel of land(total 47 acres)available in the
Immokalee area that could be split between the soccer project and baseball fields which
the local residents have requested.
Consensus: The land is vacant and could be developed for multi- use
Suggestion: Request Mr. Butzke to return after the first season and make another
presentation to the Committee.

B) TDC—Grant Application
• 19 grant applications were provided to the members
• 1 —Sea Turtle Protection Program
• Remaining 18—total$559,000—will be presented to the TDC
• Application for the Tigertail bird tower was pulled—will apply for money from
the BP through its restoration act program($149,000)
Murdo Smith suggested providing the TDC with quotes from Contractors.
Phillip Brougham moved to approve the grant applications as presented,and to apply
to BP("restore act")for funding for the Tigertail bird tower($149,000). Second by
Murdo Smith. Carried unanimously, S—0.
C) "Adopt-a-Park"Assignments
(David Saletka's report will be presented at the next meeting)
Changes to schedule:
• John Ribes will report on the Vanderbilt Parking Garage,Barefoot Beach
Preserve Access, and North Collier Regional Park in April
• Mary Bills will report on Bayview Park in May and Golden Gate Community
Center and Community Park in June
VIIL DIRECTORS HIGHLIGHTS:
• Budget—due April 15tH'
• Art/Music Festival was held at Margood on Saturday,March 16th
o 1,000 people attended
o 26 vendors participated
o Juried art show was a success—nearly every item was sold
o Park site and cottages will be designated as"historic"
o Cottages will be restored and utilized as studios for local artists
IX. INFORMATIONAL ITEMS:

X. PUBLIC COMMENTS/BOARD COMMENTS;
• Alan Boles
o Would like to build a kayak/bicycle storage facility—the apartments and
condos do not have space to store sporting equipment
o Will need a location with water access and parking
o Requested assistance from the Committee
Mr. Boles will meet with Nancy Olson to discuss options.
