MINUTES OF THE MEETING OF THE COLLIER COUNTY
PARKS AND RECREATION ADVISORY BOARD
Naples, Florida,November 14,2012
LET IT BE REMEMBERED, that the Collier County Parks and Recreation
Advisory Board, in and for the County of Collier, having conducted business
herein, met on this date at 2:00 P.M. at North Collier Regional Park,
Administration.Building, Conference Room A, 15000 Livingston Road,
Naples, Florida, with the following members present:

I. Call to Order
John Ribes,Chairman called the meeting to order at 2:00 PM.
A quorum was established
11, Pledge of Allegiance and Invocation
The Pledge of Allegiance was recited and Invocation was held.
�I. Approval of Agenda
Mr. Olesky moved to approve the Agenda as presented. Second by Ms.Bills.
Motion carried unanimously, 4-0.
IV. Approval of October 17,2012 Minutes
Mr. Olesky moved to approve the October 17, 2012 Minutes as presented. Second
by Ms. Bills. Motion carried unanimously, 4-0.
V. Staff Highlights
a. Employee of the Month for September
Barry Williams announced Jeanine McPherson-Hogle as the Employee of the
Month for September 2012. She was recognized for going above and beyond her
responsibilities.
John Ribes presented the"Employee of the Month"award.
b. Facilities Management- Capital Projects Report
Tony Ruberto distributed and reviewed the Capital Projects Update dated
October 23,2012. (See attached)
Gordon River Greenway Park
Bids had been received on 2-boardwalks in last week included the base bid plus
alternates. The alternate bids varied on the add-ons. The basic bids came in at:
> Manhattan Kraft-$8.976 mil.
> Gates- $8.998 mil.
> JL Wallace -$9,109 mil.
> Core Construction-$9.265 mil
> Brooks&Floyd-$9A83 mil
> Wright Construction-$9.494 mil
> Astaldy- $9.872 mil
Partners on the project are Conservation Collier,Naples Zoo, South Florida Water
Management and PAR..
• Opinion of Probable Cause is based on funds allocated.
• US Corp South Florida may honor price for 5 years.
■ Executive Summary will be submitted to BCC on December 11, 2012.
• NTP approximately January 7-14.
• Parking lot will be completed in two phases.
• Project estimated to be complete by December 2013.

A suggestion was made for Staff to approach the TDC to get funding for
alternates in order to complete project at the same time. The zoo is a tourist
attraction.
Discussion was made on Staff concerns on maintaining the Gordon River
Greenway Park to level of expectation with reductions made in the budget and
Staff Conservation Collier will assist in maintenance and the Naples Zoo will
maintain a portion of the parking lot.
Immokalee South Park
> Bids are due in November 16, 2012 on the 4,000 sq. ft. Community
Center.
➢ The Community Center has 2 Grants.
➢ Received 2 bids with an additional 10%for administration. Project will
still be within the budget.
Max Hasse Expansion
> 2-Additions have been completed.
> Multi Purpose and Fitness rooms will be ready to use starting the
November 16th weekend.
Eagle Lakes Community Center
> Notice to Proceed was given on October 5,2012.
> Stakeholders group will hold initial design meeting.
• It was estimated it would take 6 Months have 30%design documents out
to bid.
Port of the Islands
> Dry storage area has been completed.
A BCC approved repair of ramp on October 9,2012.
> The low bidder was unable to provide a performance bond.
> Project was stopped and will go out to bid in spring of 2013.
VI. New Business
a. Friends of Barefoot Beach
Margaret Winn.,the past president of The Friends of Barefoot Beach
Preserve expressed concern the ramp installed between the showers and the
concession stand was steeper than other ramps and too steep for a wheel chair.
Tony Roberto noted it was built to the 1 on 12 ADA Code and had a railing. He
will review the drawings and verify the ramp was built as specified.
Mr. Olesky left at 2:42 pm.
Barry Williams stated Staff would inspect the ramp and if necessary,funds are
available to cover this issue.
Tony Ruberto suggested another solution could be to install another ramp on the
south side of the building.

Mr. Olesky returned at 2:47 pm.
Margaret Winn read the following aloud:
I believe it would be beneficial if you would all obtain the opinions and
observations of the Friends organizations at all of your parks and consider them
when making decisions and recommendations affecting those facilities. We spend
hundreds of hours a week at your parks and we interface with thousands of visitor
users. Ifind it interesting;we have never been contacted regarding concerns,
amenities or programs at barefoot by the PARAB.
She stated no one from the Board has contacted them when they do the Adopt a
Park monthly report.
Barbara Schimbke,the new President of the Friends of Barefoot Beach
Preserve made a brief self introduction.
John Ribes identified himself as the Board Representative that will be doing a
January report on Barefoot Beach. He will be contacting Barbara Schimbke and
Margaret Winn to do walk through.
b. East Naples Skate Park Presentation
Ben Johnson,president of the Ramp Doctors and Jeanine McPherson-Bogle
gave a presentation on updating the East Naples Velocity Skate Park. tie gave a
brief self introduction with background history and provided a resume. (See
attached)
They reviewed the following:
o The history of skate parks in Collier County
o The future of skate parks in Collier County and abroad
o The East Naples Velocity Skate Park situation
- Every 5-8 years skate parks require major repairs.
- The decline usage of East Naples Velocity Skate Park.
Mandatory use of skating helmets and skaters going to other
parks. Most skate parks are helmet optional.
- A community meeting was held to gather input from skaters on
what they like. Skaters ranged from 6-60 years old.
o Comparison of skate park designs
- Option I. is to invest the money to do major repairs"as is"without
changing elements it would cost approximately$60,000-$70,000.
- Option 2 is to keep the concrete slab and build a new skate park,
change design to include street elements with a.wood and steel
combination it would cost approximately$125,000 or in concrete,
$200,000.
o Proposed Timeline Schedule
Jeanine McPherson-Hogle reported the East Naples Velocity Skate Park is in the
planning stage. A community meeting was held to provide input from skaters.
A consensus was formed to go with a street element designed park.

PAR and the Citizen Group recommendation were to go with a newly designed
park.
Mr. Smith expressed concern in doing repairs to the park if skaters were no
longer interested in the current design.
Ms.Bills inquired to what legal was saying about mitigation on optional helmets.
Staff reported most State Parks are helmet optional. Naples skate parks are
helmet optional with the exception.of East Naples Velocity Skate Park.
Risk Management has signed off the helmet optional.
Mr.Smith suggested reusing pipe and wood from the current skate park,where
possible,to build the new design and still keep the flow in order to defray costs.
Mr. Ribes supports bringing people back to the park and is in favor of using
wood over concrete.
Barry Williams asked PARA.B to move forward on a recommendation. He
reiterated the need to do something.
Mr. Smith moved to go with the recommend improvements the community
recommended in the$120,000 range. Second by Ms.Bills.
Mr. Smith modified the motion to direct Parks and Recreation Department
pursue a design with wood and steel consistent with what was presented in the
$120,000 range. Second by Ms. Bills.
Discussion was ensued on renovation of half the park,a design to bring skaters
back and combine concrete and wood. It was noted a"no helmet policy"would
give the park a higher boost. Staff stated the City of Naples has older skaters sign
a liability waiver.
Motion carried unanimously,4-0.
VII. Directors highlights
Barry Williams reported:
• Snowfest is scheduled to be held on December .
• "Christmas around the World"will be held on December 8th.
• ATV Advisory Committee inspected a site off of Oil Well Road. In January
they will be inspecting Devils Garden located in Henry County as another
possibility.
• He traveled to the National Recreation and Park Association(NRPA)in
Anaheim, California with over 7,000 participants.
" PAR Department end of year cost recovery was met with budget expectations.

Mr. Smith asked if the issue with the Department of Agriculture had been
resolved.

Staff responded the State is reviewing. Department of Agriculture has yet to identify
a court date.
There being no further business for the good of the County,the meeting was
adjourned by order of the Chairman at 3:50 PM.
