COMMISSIONERS WORKSHOP MEETING
Naples, Florida, December 3, 2013
LET IT BE REMEMBERED the Board of County Commissioners in and for
the County of Collier, having conducted business herein, met on this date at 1:00 PM
in WORKSHOP SESSION in Building "F" of the Government Complex, Naples,
Florida with the following members present:

1. Pledge of Allegiance
Chairwoman Hiller called the meeting to order at 1:00 p.m.
The Pledge of Allegiance was recited.
2. Economic Development for Rural Areas of the County
Bruce Register, Director of Business and Economic Development presented the slideshow
"Rural Economic Development— Workshop 12/3/13" which outlined a strategy matrix, a tool
used to assess the County's strengths, weaknesses, challenges and opportunities in 3 key areas—
Land, Labor and Capital, the primary drivers of economic development. He noted the BCC
adopted the "FY2014 Business Plan" on September 10, 2013 which aids in fostering economic
development.
Under Board discussion, the following was highlighted:
• The greatest opportunities for new economic development are in the rural areas.
• For any economic development initiatives to be successful, land use regulations
should be reviewed as traditionally, the focus has been on implementing regulations
to address residential development (one example given was migrant worker housing
which companies determined was too costly to develop in the County given the
requirements for parking spaces when most of the end users do not own automobiles).
• Studies (i.e. the American Farm Land Trust Fact Sheet—Cost of Community Services
Study) indicate the cost to provide the necessary services for residential development
ranges from $1.25 to $1.75 for every $1.00 of tax revenue generated, whereas the cost
to provide the service for industrial/commercial development is less than $1.00 for
every $1.00 of tax revenue generated.
• Commissioner Nance should take the lead on the issue, as the majority of the area
available for new economic development lies within his district.
• Given the regions climate and other attributes, one industry that lends itself to this
area is agriculture, including high tech agriculture development including companies
that provide research and development in the agriculture arena.
The Board requested:
Commissioner Nance to develop any concepts to be proposed, including recommendations on
Land Development Code Amendments and bring the item forth to the BCC for review. They
recommended the process include garnering stakeholder input and utilizing Mark Strain as a
resource in the land planning and regulation arena.
Staff to develop a prioritized list of the proposed Land Development Code Amendments related
to commercial/industrial development for Board review.
Speakers
Fred Thomas, Immokalee Chamber of Commerce addressed the Board recommending any

incentives to be categorized as "none" for residential, "some" for industrial/commercial and the
"greatest amount" be reserved for agricultural type development.
Peter Gaddy, Golden Gate Civic Association noted the key is providing economic diversity to
the region to assist in stabilizing the local economy given the events that happened in the recent
economic downturn and the housing market. He outlined the following areas of concern: The
cost of development related to Impact Fees, lack of properly zone lands and the complexity of
land use regulations
Bob Naegle noted impact fees may be a deterrent when the County competes with other areas for
economic development. He expressed concern that a proposal was brought forth for a 2-year
moratorium on impact fees for commercial activity with the measure defeated by the Board of
County Commissioners.
Impact Fees at Time of Certificate of Occupancy
Discussion occurred on the status of the proposal to require impact fee collection at the time of
Certificate of Occupancy which was defeated when considered by the BCC.
It was noted the main concern was inadvertently subjecting the buyer to the responsibility of the
fee should it not be paid by the applicant as required.
Kathy Curatolo, Collier Building Industry Association reported she can provide information
to the Board which may address their concern.
County Manager Leo Ochs reported the measure could be reconsidered by the BCC if the
proper action is taken at a Board of County Commissioners Meeting.
The Board directed staff to place the option of reconsideration on a future BCC Meeting
Agenda and requested staff to provide a report on the impacts of changing the current policy.
Speakers
Nicole Johnson, Conservancy of Southwest Florida noted the County has a unique opportunity
to incorporate concepts which both protect the environment and promote economic development
(preserving agricultural lands while developing "high tech agriculture").
Pam Brown, Immokalee Area Civic Association expressed concern on the plight of local
business owners. As an example, she noted impact fees are more affordable for larger
corporations "chains" as the cost is distributed over bigger commercial operation.
Bob Krasowski favors utilizing the avenue of agricultural development vs. industrial
development given the existing opportunities in the region
Al Reynolds reported it is critical for the area to provide economic diversification and noted the
Rural Land Stewardship Area Program and related regulations recognize and address this need.

3. Sports Marketing and Event Promotion
Jack Wert, Tourism Director and Chris 0' Brien, Sports Marketing Manager presented the
slideshow"Collier County Sports Tourism" which outlined the history, past achievements and
future opportunities for sports tourism. They noted the biggest challenge for attracting larger
scale events in some sports is the limited number of"fields" (i.e. soccer, baseball, softball, etc.)
and lack of a"stadium" venue for the related championship events.

Board discussion occurred on the following:
• Consideration should be given to analyzing existing venues under County control to
determine if any opportunities are available for expansion (i.e. Eagle Lakes Park),
• The region does have open land available to develop of these types of resources
which could be incorporated into fostering economic development.
• Consideration should be given to increasing the partnerships with adjacent
jurisdictions on events to aid in increasing opportunities for sponsoring larger events.
• Consideration should be given to promoting fishing tournaments.
