AFFORDABLE HOUSING ADVISORY COMMITTEE
MEETING
September 9, 2013
Naples, Florida
LET IT BE REMEMBERED that the Collier County Affordable Housing Advisory
Committee met on this date at 3:00 PM in REGULAR SESSION in Administrative
Building "F," 3`d Floor, of the Government Complex, Naples, Florida, with the
following Members present:

1. CALL TO ORDER
Chairman Stephen Hruby called the meeting to order at 3:00 PM and read the procedures
to be observed during the meeting.
2. ROLL CALL—COMMITTEE MEMBERS AND STAFF
Roll Call was taken. A quorum was established; six (6) voting members were present.
3. APPROVAL OF AGENDA AND MINUTES
A. Agenda
John Cowan moved to approve the Agenda as presented Second by Clyde Quinby Jr.
Motion carried unanimously, 6—0.
B. Subcommittee Minutes—August 19,2013
The Subcommittee Minutes for meeting held on August 19, 2013 were provided as an
informational item. A vote was not required.
C. AHAC Meeting Minutes—August 19,2013
Chairman Hruby called for a motion to approve the August 19, 2013 minutes.
Mark Strain commented he did not believe he made two (2)motions as reflected under
3. AHAC Meeting Minutes—July 1, 2013 (page 2) and 7. Comments—Staff/Committee
Members (page 5.)
Item was tabled and will be addressed at October meeting.

4. INFORMATION ITEMS
A. Affordable Housing Model
Kim Grant explained the AHAC, Subcommittee and Staff have been working on a model to help
predict the need for affordable housing into this Community which is tied into Growth
Management Plan and Housing Element. The presentation model is not a finished product.
The presentation is designed to convey information and to bring the Advisory Board through a
thought process.
Staff provided a copy of the Collier County Growth Management Plan and City of Naples
Comprehensive Plan—Housing Element prepared by Collier County Planning and Zoning
Department Comprehensive Planning Section for the Collier County Board of County
Commissioners and Naples City Council, adopted October, 1997.

Jason Rummer gave a slide presentation which outlined an Affordable Housing Model—
Working Draft(prepared for the Collier County Board of Commissioners and Affordable
Housing Advisory Committee) dated September 2013 for discussion and input.
o Where is Collier County today with affordable housing
o Who needs affordable housing
o What are the demand needs FY 2014/2015
Objectives:
The presentation of this model is to meet Goal 1 and Objective 1 as set in the Collier
County Growth Management Plan and the City of Naples Comprehensive Plan
Amendment by Ordinance No. 2013-10 on January 8, 2013.
Policies 1.1, 1.2, and 1.3:
By January 14, 2014, the Department of Housing, Human and Veteran Services shall
establish a method of"Indexing the demand, the availability and to project future need
for very low, low, moderate and affordable workforce housing

Logic Flow for Model Development:
• Current State—study demographics and determine key factors in
establishing a demand and projection model
• Discern Need and Goals of Model—what is and who needs affordable
housing. Stratify by owned and rental constituencies
• Develop Projection Model—determine key factors and planning
assumptions, sources for current data and project demand by creating
baseline for future planning
Important Data:
- 32 out of 70 census tracts in Collier County show
- Average Median Income(AMI)—Naples/Marco for a four(4)person is currently at
$65,700
- The AMI of the census tracts above decreased 9.7 %in 2013 from 2012
- 2013 -2l quarter,the average median sales price per housing unit in Collier County
was $245,000 with a 28.2 % share of homes that are affordable for median
income
- 10.2%of Collier County households are statistically below the poverty line

Elements of the Model:
• Key factors—average median income, population growth, affordability of
available rental and owned units and number of persons per household/housing
unit
• Environmental factors—job growth, interest rates and price points of housing
units and apartments
All questions were addressed by Staff.
Discussion was made on the Affordable Housing Model Draft and Staff will provide the
following to the Advisory Board prior to October 7, 2013 meeting:
• Current presentation version
• Resources
• Will incorporate specific general comments made during workshop to bring back
to Advisory Board.
5. PUBLIC COMMENT
(None)
6. DISCUSSION ITEMS/PRESENTATIONS
A. Approval of the reappointment of Mr. Quinby and Mr. Hruby to the AHAC
Staff provided Advisory Board Applications received from Mr. Quinby and Mr. Hruby.
Gerald Murphy moved to recommend both Mr. Quinby and Mr. Hruby applications be
submitted to the Board of County Commissioners for approval. Second by John Cowan.
Motion carried unanimously, 8-0.
7. COMMENTS—STAFF/COMMITTEE MEMBERS
John Cowan moved to adjourn the AHAC meeting. Second by Gerald Murphy. Motion
carried unanimously, 8-0.

There being no further business for the good of the County,the meeting was adjourned
at 4:40 PM by order of the Chairman.
