ADVISORY COMMITTEE MEETING MINUTES
NOVEMBER 12, 2013
CALL TO ORDER:
The Meeting was called to order at 4:11PM
Roll call of Attendees
The following were in attendance:
Caleb Morris, Assistant Fire Chief, Ochopee Fire Control
Frank Hawkins, Chairman of the Advisory Committee, Port of the Islands
Ron Gilbert,Advisory Committee Member, Port of the Islands
Anthony Davis, Advisory Committee Member, Port of the Islands
Additions and Deletions to Agenda
None.
Approval of the Agenda
The agenda was accepted as presented.
Approval of the Minutes of Regular Meeting of 10-14-13
The minutes of 10-14-13 were approved and signed by the Chairman.
Awards and Recognitions
Assistant Chief Morris — No immediate awards and recognitions but the remainder of our Job
Bankers and Reserve Firefighters complete a Certified Pump Operators Course. They will
become state certified once they take their State test.
Frank Hawkins — He asked if maybe they should change the title to Certifications instead of
Awards and Recognitions.
Assistant Chief Morris—We could add certifications.

REPORTS:
Chief's Report
Assistant Chief Morris— Per the Chief the Budget is on schedule no changes.
There were 88 US Fire Fighter Line of Duty Deaths for the year 2013 and 6 for the month of
October.
Operations Report
There were 52 incidents for the month of October, 2013 and one mutual aid call out of the
District to Marco Island. There was one airplane crash in the water in Everglades City
responded to by Rescue Boat 60. Ochopee Fire Personnel did five fire inspections in the Isles of
Capri Fire District and one Fire Investigation due to the structure fire in the condo units across
from the airport in Everglades City. There were 220 training hours for October.
OLD BUSINESS:
1-75 Station
Assistant Chief Morris — The status on the 1-75 station is the same. The construction of the
building is under way but the State is still haggling about the funding.
Frank Hawkins—Are you involved in the periodic inspection of that construction?
Assistant Chief Morris — Yes, for the station here at Port of the Islands we meet every two
weeks for a monthly construction meeting and for the station on 1-75 we attend on site weekly
meetings every Monday.
Frank Hawkins—But you inspect the construction site?
Assistant Chief Morris—Yes.
Up Date Port of the Island Station
Assistant Chief Morris— Everything is moving forward with the Port of the Islands Station there
are no issues.

Vacant position on Advisory Board
Assistant Chief Morris--The position is still vacant.
Everglades City Agreement for Service
Assistant Chief Morris —The agreement is still in the drafting stages and there will have to be
some changes made before it is signed.
District I
Frank Hawkins — Brought up District I and that the Chief suggested he send an e-mail to the
County Manager first and let him review the information and obtain his support first.
Assistant Chief Morris— It was his impression via the Chief that the Advisory Committee should
hold off on sending the letter out because of the East Naples Fire District's takeover of Isles of
Capri Fire District.
Ron Gilbert— He let the Advisory Committee know that he gave a copy of the District I power
point presentation to Jean Kungle for Donna Fiala. Jean Kungle and Donna Fiala are well
acquainted and she asked Jean for a copy of the presentation.
Frank Hawkins — He received a follow up e-mail from Jean Kungle regarding the power point
presentation in regards to Commissioner Fiala's concern about the increase millage rate for the
taxpayers in District I. But he brought up the fact that there are only 23 property owners in
district I. He sent a return e-mail to Jean Kungle regarding the increased millage rate. In his
return e-mail he covered the fact that everyone in the Ochopee Fire District pays 4 mils and it is
unfortunate that 23 property owners in District I will have a millage increase but they are now
being serviced by Ochopee Fire Control District at a reduced rate which isn't fair to the rest of
the taxpayers of the District.
Ron Gilbert—He wanted to let them know that Donna Fiala had this information.
Assistant Chief Morris—During the meeting he received a telephone call from Chief McLaughlin
who suggested that they go ahead and send the letter on to Commissioner Fiala and County
Manager Leo Ochs.

Chief McLaughlin during the meeting via telephone directed Frank Hawkins to e-mail a copy of
the letter to him for corrections then it would be directed to the other members through our
office for their input prior to sending it to the County.
Frank Hawkins was going to give each committee member a copy of the letter at the meeting.
Frank Hawkins - In his telephone conversation with the Chief he stated that the letter was very
general but in the letter he stated that he had a detailed presentation that could be presented
or e-mailed.
Chief McLaughlin - He said after the letter is ready to send it to Commissioner Fiala and County
Manager Leo Ochs.
Frank Hawkins — Distributed copies of the letter to the other Committee Members, Assistant
Chief Morris and is going to e-mail a copy as well to the Chief for his review.
Up Date Regarding SCBA
Assistant Chief Morris—We found a vendor that will do a lease purchase for the SCBA.
So when the payment on the engines is completed in January 2014 then there will be funds to
make payments on the SCBA gear.
Auctioning the Old Boat Motors
Assistant Chief Morris—The motors are in an on line auction and we have received a couple of
calls but they have not been purchased yet.

The meeting ended by a motion made by Ron Gilbert to adjourn the meeting it was seconded
by Tony Davis and approved.
