Minutes 08/08/2013 2013 Isles of Capri Fire/Rescue Advisory Committee Minutes August 8 , 2013 ISLES OF CAPRI FIRE/RESCUE ADVISORY COMMITTEE MEETING MINUTES AUGUST 8, 2013 ISLES OF CAPRI FIRE STATION ATTENDEES: Jim Hughes, Chairman Matt Crowder, Vice Chairman Raymond Kane,Advisory Committee Member Alan McLaughlin,Fire Chief Len Price,Administrative Services Administrator Barbara Shea, Minutes Preparer I, CALL TO ORDER A. Jim Hughes opened the meeting at 4:01 p.m. H. REPORTS A. Motion to approve July 11, 2013 Regular Meeting Minutes by Ray Kane. 1. Motion seconded by Matt Crowder. 2. Motion carried unanimously. B. Chief's Report 1. Image Trend July 2013 incident reports were provided. 2. July results: 40 Engine responses, 62 Medic Rescue responses. III. OLD BUSINESS A. Update on East Naples Fire District's annexation proposal to ICFD. 1. Comments by Administrator Len Price. a. The process is moving forward with a target of ENFD taking over management of ICFD on 01/01/14 with a millage rate of 1.5. b. The next step is a discussion and examination of ICFD assets. c. There will be no transfer of assets to ENFD before 10/01/14. d. A final ENFD contract is expected to be on the BCC 09/10/13 Agenda for the Commissioners to vote on. e. Chief Schuldt expects to have final budgetary numbers by 08/12/13. f. The ENFD ALS agreement will likely go before the BCC for approval in September 2013. g. In July 2013, the BCC directed staff to obtain a contract with ENFD for consolidation with ICFD at 1.5 mils with shift manning of two. 2. Discussion of assets which are not given over to East Naples Fire. a. Len Price states that the fate of assets often is dependent on the source of funding of the particular asset. b. The ICFD Engine, obtained with FEMA funding,will likely be transferred to the Ochopee Fire District. 3. Comments by Firefighter Dave Thomas,Firefighter Local #4719 Rep. a. The ICFD Firefighters' Union opposes the ENFD merger. b. The ENFD merger will result in loss of firefighter jobs. c. The ENFD proposal indicates a"minimum of 2"per shift. d. The Union recommends that the proposal be amended to state, "3 firefighters per shift"to match current ICFD level of service. IV. PUBLIC COMMENT A. Collier County must notify ISO of a change in service if ENFD annexation occurs. 1. As of 7/1/13, an ISO rating has a greater emphasis on the number of responders within five miles of the emergency location. 2. Many factors are used to determine a community's ISO rating. 3. ENFD's proposal stating "a minimum of 2 firefighters per shift"may result in a change of ISO rating to Isles of Capri residents. B. ICFD firefighters do not see any benefit at all to the ICFD district residents of an East Naples Fire annexation. C. Any increase in ISO rating will result in higher homeowner insurance rates. D. An"NIST" study discusses how critical the first five minute emergency response is. 1. ENFD proposal provides for 2 firefighter minimum per shift. 2. Current ICFD manning is 3 firefighters per shift.
