LET IT BE REMEMBERED, the Collier County Affordable Housing
Advisory Committee, having conducted business herein, met on this date at
3:00 PM in REGULAR SESSION in Administrative Building "F," 3rd Floor,
of the Government Complex, Naples, Florida, with the following members

1. CALL TO ORDER — CHAIRMAN:
Chairman Hruby called the meeting to order at 3:03 PM and read the procedures to be
observed during the meeting.
2. ROLL CALL:
Roll call was taken and a quorum was established. 7 voting members were present.
3. AGENDA AND MINUTES:
A. Approval of Agenda (Today's agenda)
Remove: 6E. — AIM C Subcommittee Minutes — October 22, 2012 (No vote by the
Committee is necessary to approve either the January or March minutes since neither
meeting achieved a quorum)
A consensus was formed to approve April 8th Agenda as amended.
B. Approval of AHAC Minutes — March 11, 2013
lice Chairman Davis moved to approve the minutes of the March 11, 2013 meeting as
presented Second by Patricia Fortune. Carried unanimously, 7-0.
C. Approval of AHAC Minutes - November 5, 2012
Question posed regarding outcome of item 6Bi (page S) "The Commissioners shall
appoint an Affordable Housing Advisory Committee member to the Development
Services Advisory Committee."
Staff will research protocol for the appointment and further advise the Committee. Kim
Grant suggested the Committee select a member for recommendation. It was decided to
add the Identify a Committee Member to serve on the Development Services Advisory
Committee as item 6C.
Vice Chairman Davis moved to !approve the minutes of the November S, 2012 meeting
as presented Second by Alan Hamish. Carried unanimously, 7 -0.
D. Approval of AHAC Minutes — January 7, 2013
Staff was directed to research whether or not John Cowan's absent for meeting was noted
properly. If required, a revision will be made.
Vice Chairman Davis moved to approve the minutes of the January 7, 2013 meeting (f
revision required on John Cowan Is attendance status) as amended (f not as
presented.) Second by Alan Hamish. Carried unanimously, 7 -0.
4. INFORMATIONAL ITEMS:
A. Collier County Planning Commission (CCPC) made the appointment of Mark
Strain to AHAC.

6. DISCUSSION ITEMS/PRESENTATIONS: STAFF
A. Consideration of applicant Albert Batista for appointment to the Affordable
Housing Advisory Committee
Staff provided Albert Batista application via video monitor and reviewed with the
AHAC.
Discussion was made in regard to which vacant position would be an appropriate
representation.
Kim Grant reviewed the current Members representation.
Item tabled for questions posed by AHAC:
➢ Is Albert Batista currently working with a law firm?
➢ Is there a potential conflict of interest with his current employment status?
➢ His application shows a possible business address. What is his current home
address?
B. Request AHAC approval of the LHAP being presented to the BCC for approval on
April 23, 2013:
Priscilla Doria - SHIP Grant Coordinator gave a slide presentation on the "Overview
of Plan."
Staff provided the following informational items: (See attached)
o Collier County and City of Naples State Housing Initiatives Partnership for FY
2013 -14, 2014 -15 and 2015 -16
o Collier County /City of Naples Interlocal Agreement State Housing Initiative
Partnership
o Resolution No. 2013
A Resolution of the Board of County Commissioners of Collier County, Florida
approving the 2013 -2016 Local Housing Assistance Plan for Fiscal Years 2013-
2014, 2014 -2015 and 201 5 -2016 as required by the State Housing Initiatives
Partnership Program Act, Subsections 420.907 - 420 -9079, Florida Statues and
Chapter 67 -37, Florida Administrative Code, authorizing and directing the
Chairman to execute any required documents and certifications needed by the
State; authorizing the submission of the Local Housing Assistance Plan for
review and approval by the Florida Housing Finance Corporation; and
providing for an effective date.
o Executive Summary
Recommendation to adopt by Resolution, the State Housing Initiatives
Partnership (SHIP) Program Local Housing Assistance Plan for Fiscal Years
201312014, 201412015 and 201512016 sign associated documents, and authorize
submission to the Florida Housing Finance Corporation and approve the
associated interlocal agreement with the City of Naples.
o Certification to Florida Hosing Finance Corporation
o Collier County Timetable for State Fiscal Year 2013 - 2015
o Florida Housing Delivery Goals Chart/ Strategies for the Local Housing
Assistance for State Fiscal Year 2013 - 2015
Staff recommended the AHAC approve of the Plan and the approval of the
BCC.

Patricia Fortune moved to approve the 2014 -2016 Local Housing Assistance Plan
(LHAP) and recommend for approval by the Board of County Commissioners. Second
by Vice Chairman Davis Carried unanimously, 7 -0.
C. Identify Committee Member to serve on the Development Services Advisory
Committee (DSAC):
• DSAC meets once a month.
• Gerald Murphy volunteered to serve on the DSAC.
7. STAFF /COMMITTEE MEMBERS: GENERAL COMMENTS
Patrica Fortune reported the Subcommittee is working on identify on "How and when to
react or change some of the Grants." She noted the Subcommittee needs assistance in
gathering additional data was required on housing rentals available or not - available. The
Subcommittee plan to complete an Index Report for submission to AHAC by January 2014.

1. Call to Order -12:15 pm
Each person in attendance introduced themselves and provided their background, experience
and interest in affordable housing, including the public in attendance.
2. Overview of Meeting
Ms. Grant began the meeting by providing an overview of the subcommittee's focus. She
reviewed the handouts, explaining the charts by housing incomes. She also requested that the
Subcommittee take a few minutes to review the recently amended Housing Element from the
Growth Management Plan. There are a number of policies in the Housing Element that will

drive the subcommittee's focus to develop a method of indexing the housing demand for very -
low, low, moderate and affordable housing.
3. General Discussion
A number of subcommittee members discussed their previous and current experience with
affordable housing. Members focused on what worked, what did not work, and what some
of the unintended consequences were with local and state affordable housing decisions. Ms.
Fortune described the local housing market and the patterns of development over the next
couple of years.
Ms. Grant explained that the Housing Element details that by January 14, 2014, the
Subcommittee must establish a method of indexing the demand for affordable housing. She
also outlined the focus of the flowcharts, how the market drives the housing prices
compared to income levels. The charts could be used to show trends that the subcommittee,
the AHAC Committee and the County can use to develop and utilize incentives. The
incentives could be "turned on" and /or "turned off' given the demand or oversupply of the
market.
4. Assignments
In preparation for the next meeting (May 6) and to determine what types of existing
information is currently available, the subcommittee members and County staff discussed
how to determine its next steps. A general discussion ensued to determine what
organizations, persons, departments, etc. would have information the subcommittee could
review. In addition, there was a general discussion regarding the potential of hiring an
outside firm to complete the housing index study and recommend incentives.

Mr. Murphy: Locate Realty Association - price points for rental units and availability of
market rate vs. affordable rental units
Mr. Hruby: Urban Land Institute (ULI) - cost estimate for potential study
Ms. Grant: Florida Gulf Coast University, School of Real Estate - do they have a data
model (forecaster, demand /supply, etc)
Collier County Human Resources - Potential college interns to assist with
data collection and analysis
Ms. McKuen: Florida Housing Finance Corporation
University of Florida Shimberg Center
MacArthur Foundation - Yearly Child Well Being Study (related to affordable
housing /homelessness /homeownership)

This 11 member commission was created on July 23, 1991, by Ordinance No. 91 -65, to monitor
the implementation of the Affordable Housing Task Force's Recommendations, and the goals,
objectives, and policies of the Housing Elements of the County's Growth Management Plan and
the City's Comprehensive Plan. Terms are 3 years.
Amended by Ordinance No. 2005 -69: the BCC will appoint 8 members, including the alternate
member, two of which must live in the Rural Area (East of Collier Boulevard), and one of those
must be a resident of Immokalee. The City of Naples will appoint 2 members.
On 12/14/04 the BCC adopted Ordinance 2004 -77 to add 1 Alternate member to be appointed by
the BCC. The Alternate member shall serve in a voting capacity only when a regular member is
absent from a meeting.
On December 13, 2005, the BCC approved Ord. No. 2005 -69 changing the composition of the
committee, 9 members and 1 alternate. The BCC will appoint 8 members, including the alternate
(2 of which must live in the Rural Area (East of Collier Boulevard), and one of those must be a
resident of Immokalee) and the City of Naples will appoint 2 members.
On April 11, 2008 the BCC adopted Ord. No. 2008 -17 changing composition of committee; 11
members & 1 alternate; BCC will appoint 9 members plus alternate; City of Naples will appoint 2
members. Take stipulation (East of Collier Boulevard) out of ordinance.
The commission shall be comprised of members from the following categories in connection with
affordable housing:
1. Residential home building industry;
2. Banking or mortgage banking industry;
3. Areas of labor actively engaged in home building;
4. Advocate for low- income persons;
5. For - profit provider of affordable housing;
6. Not - for - profit provider of affordable housing;
7. Real Estate professional;
8. Local planning agency;
9. Citizen who resides within the jurisdiction of the local governing body making the
appointments;
10. Citizen who represents employers within the jurisdiction;
11. Citizen who represents essential services personnel; and
12. Alternate
