MINUTES OF THE MEETING OF THE COLLIER COUNTY
ENVIRONMENTAL ADVISORY COUNCIL
Naples, Florida, May 1, 2013
LET IT BE REMEMBERED, the Collier County Environmental Advisory
Council, in and for the County of Collier, having conducted business herein,
met on this date at 9:00 A.M. in REGULAR SESSION at Administrative
Building "F," 3rd Floor, Collier County Government Complex Naples, Florida
with the following members present:
CHAIRMAN: Andrew Dickman

I. Call to Order
Mr. Dickman called the meeting to order at 9:02AM.
II. Roll Call
Roll call was taken and a quorum was established.
III. Approval of Agenda
Mr. Sorrell moved to approve the Agenda. Second by Mr. McNally. Carried
unanimously 4- 0.
IV. Approval of the January 2,2013 meeting minutes
Mr. McNally moved to approve the minutes of the January 2, 2013 meeting. Second by
Mr. Sorrell. Carried unanimously 4—0.

IX. Council Member Comments
A. Subcommittee Report—Land Development Code and Growth Management Plan
Subcommittee.
Chairman Dickman provided a copy of the document "Low Impact Development—
Draft" dated 4/25/13 for information purposes. He reported:
• The Subcommittee has been working on a Low Impact Development(LID)
manual to aid in implementing the recommendations contained in the
Watershed Management Plan.
• The document is a rough draft and is intended to outline LID concepts for
treating storm water runoff.
• The intent is to treat the stormwater in close proximity to the source as
opposed to allowing it to run off site to a downstream discharge point.
• The practices improve water quality for water bodies and reduces the need for
more expensive off site facilities necessary to treat stormwater runoff.
• The concepts, at a minimum are intended to be "cost neutral."
• The key for implementing the concepts will be"incentivizing"the practices so
proponents of new development or parties with existing developments utilize
the concepts.
• The Subcommittee meets the last Wednesday of the month, every other
month, with the next meeting to be held on May 29, 2013.

Mr. Kurtz provided an update of recent activities highlighting:
• The Watershed Management Plan was adopted by the Board of County
Commissioner in December of 2011.
• The Plan contains recommendations for the implementation of 13 non structural
avenues to improve water quality including use of LID standards.
• Staff has developed an LID Management Team for the purposes of developing the
LID concepts.
• The team is currently identifying which concepts are most suitable for the County
given its geographic and geological characteristics.
• As an example, the use of pervious pavements/pavers may be limited given the
water table is located in close proximity to the ground surface in some areas and
retention time in suitable soil is required before allowing stormwater to enter a
groundwater system.
• Another non structural recommendation has already been implemented as the
Board of County Commissioners adopted"Fertilizer Ordinance, "which mirrors
the"State Model Ordinance. "
Ms. Araque reported representatives of the LID Management Team will be in attendance
at the next Subcommittee meeting to discuss the concepts.
Council discussion occurred on the following:
• Clarification was sought if the requirements for the State Model Ordinance
have changed since the County adopted their Ordinance. —Staff to
investigate.
• Concern Staff may be prematurely dismissing the concept of utilizing of
pervious pavements/pavers.
• The ramifications of implementing a stormwater utility where fees may be
charged for stormwater generation,thereby providing incentives for
proponents of new development and owners of existing development
(including homeowners)to employ measures to reduce stormwater runoff.
• It will be important to not only implement concepts in the Watershed
Management Plan, but ensure adequate data is collected and analyzed to
identify any benefits of the measures undertaken for reducing the volume
and/or improving the quality of stormwater runoff.
Chairman Dickman reported the Subcommittee will discuss the concept of utilizing
pervious pavement/pavers in further detail at a future meeting

Chairman Dickman requested Council Members to contact the Staff liaison if they wish
to have an item placed on the Agenda for discussion.

XI. Public Comments
Speaker
Marcia Cravens addressed the Council and expressed concern the document provided
for the LID discussion was incomplete. There are examples of incentivizing concepts as
MSTU's employ the practice. She agreed with the Council on the concern Staff may be
dismissing the use of pervious pavements/pavers prematurely.
There being no further business for the good of the County, the meeting was adjourned
by the order of the Chair at 10:36AM.
