1. Call to Order-1215pm
Each person in attendance introduced themselves and provided their background, experience
and interest in affordable housing,including the public in attendance.
2. Overview of Meeting
Ms. Grant began the meeting by providing an overview of the subcommittee's focus. She
reviewed the handouts, explaining the charts by housing incomes. She also requested that the
Subcommittee take a few minutes to review the recently amended Housing Element from the
Growth Management Plan. There are a number of policies in the Housing Element that will

drive the subcommittee's focus to develop a method of indexing the housing demand for very-
low,low,moderate and affordable housing.
3. General Discussion
A number of subcommittee members discussed their previous and current experience with
affordable housing. Members focused on what worked,what did not work,and what some
of the unintended consequences were with local and state affordable housing decisions.Ms.
Fortune described the local housing market and the patterns of development over the next
couple of years.
Ms. Grant explained that the Housing Element details. that by January 14, 2014, the
Subcommittee must establish a method of indexing the demand for affordable housing.She
also outlined the focus of the flowcharts, how the=market drives the housing prices
compared to income levels.The charts could be Used to show trends that the subcommittee,
the AHAC Committee and the County can use to develop and utilize incentives. The
incentives could be"turned on"and/or"turned off"given the tnand or oversupply of the
market
4. Assignments
In preparation for the next Meeting (May 6) and to determine what types of existing
information is currently available,the subcommittee members and County staff discussed
how to determine its next steps. A :general discussion ensued to determine what
organizations, persons,departments,etc.would have information the subcommittee could
review. In addition, there was a general dismission regarding the potential of hiring an
outside firm toommletathe housing index study and-recommend incentives.

Ms.Grant: Florida Gulf Coast University, School of Real Estate - do they have a data
model(forecaster,demand/supply,etc)
Collier County Human Resources - Potential college interns to assist with
data collection and analysis
Ms.McKuen: Florida Housing Finance Corporation
University of Florida Shimberg Center
MacArthur Foundation-Yearly Child Well Being Study(related to affordable
housing/homelessness/homeownership)
