The FAA has announced /set aside $1.25M for this project. The FAA share of funding
has recently been revised from 95% FAA funding to 90 %. About five engineering firms
responded to a Request for Proposal for the design, permit, and bidding of the
restoration of both Runway 9 -27 at IMM and 18 -36 at MKY. Several companies that
the Airport Authority has done business with over time teamed up. Hole Montes -URS
was selected for the projects. Grant applications have been submitted to the FAA for
both projects. It is anticipated that the FAA will write the grant within the next several
weeks.

Update on "Special Treatment" process for taxiway project
The Clerk of Courts asserted that a portion of the newly constructed taxiway was in a
Special Treatment (ST) area, which required an ST permit. As directed by the BCC, the
Airport Authority worked with the County Permitting Group to obtain an "after -the-
fact" ST permit, which went through the Environmental Advisory Committee and
Planning Advisory Committee. It is scheduled set to go BCC for approval in September.

• DBE Goals for FY 2012
The Airport Authority establishes Disadvantaged Business Enterprise (DBE) goals for
federally assisted projects every three years, beginning on October 1, and ending on
September 30. The overall goals for fiscal years 2013 -2015 have been set utilizing
methodologies described in CRF 49, Part 26. The DBE goals for FY 2013 -2015 are:
4.4% for Immokalee Regional Airport
4.2% for Marco Island Executive Airport
3.1% for Everglades Airpark
These goals have been advertised in the Naples Daily News for 45 days. Following the
September 10, 2012 Advisory Board meeting, which will allow for public comment on
these goals, these DBE goals will be transmitted to the Federal Aviation Administration.

EXECUTIVE SUMMARY
Recommendation to approve an after - the -fact acceptance of the attached Federal
Aviation Administration (FAA) grant offer for $713,565 for the desi n
and bidding of Runway 9 -27 pavement restoration at the Immokalee Regional
Airport, and associated budget amendments.
OBJECTIVE: To prepare design plans and specifications and bid documents; permit;
and bid the restoration of Runway 9 -27 at the Immokalee Regional Airport.
CONSIDERATIONS: The BCC approved the submittal of a grant application to the
FAA for this project on March 27, 2012, Agenda Item No. 14A3.
The Collier County Airport Authority (CCAA) received a grant offer of $713,565 from the
FAA for this project on August 20, 2012, The FAA required execution of the grant
agreement no later than September 7, 2012.
Runway 9 -27 at the Immokalee Regional Airport is currently rated as being in very poor
condition by the Florida Department of Transportation Aviation Office. This grant will
enable the CCAA to significantly enhance safety at the airport by improving paved
surfaces currently in "very poor" condition, upgrading the airfield lighting system,
improving drainage, and providing emergency power backup.
Under new legislation, the federal share of funding for general aviation airports has
been revised from ninety -five percent (95 %) to ninety percent (90 %).
The total estimated cost of this design, permit and bid project is $792,850. The FAA
grant award is for $713,565. The required match of $79,285 is available in Immokalee
Infrastructure Fund 497.

The CCAA will request five percent (5 %) funding from the Florida Department of
Transportation (FDOT) for this project. The local match required will be reduced by five
percent of the project cost ($39,642), if CCAA is awarded FDOT funds for this project.
Collier County CMA #5330 authorizes the County Manager to sign a grant agreement
when the grantor requires execution of the agreement within one month or less, and the
deadline has been missed for the next available Board of County Commissioners
meeting. This grant offer was received by the Airport Authority on August 20, 2012 and
the executed grant agreement was due to the FAA by September 7, 2012.
FISCAL IMPACT: Budget Amendments for FY2012 are necessary to recognize this
FAA grant revenue for the project in the amount of $713,565 in Fund 498 (Airport Grant)
to

local match of $79,285 from Fund 497 to Fund 499.
GROWTH MANAGEMENT IMPACT: There is no growth management impact
associated with the Board's approval of the Authority's requests.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is
legally sufficient and requires majority vote for approval. - JAK
RECOMMENDATION: That the Collier County Board of County Commissioners
approve after - the -fact acceptance of a Federal Aviation Administration (FAA) grant offer

for $635,625 for the design, permitting and bidding of Runway 17 -35 pavement
restoration at the Marco Island Executive Airport, and approve associated budget
amendments.

and bid the restoration of Runway 17 -35 and aircraft aprons at the Marco Island
Executive Airport.
CONSIDERATIONS• The BCC approved the submittal of a grant application to the
FAA for this project on March 27, 2012, Agenda Item No. 16G4. The Collier County
Airport Authority (CCAA) has received a grant offer of $635,625 from the FAA for this
project.
The runway at the Marco Island Executive Airport is currently rated as being in very
poor condition, and aircraft apron surfaces are currently rated as being in fair condition
by the Florida Department of Transportation Aviation Office. This grant will enable the
CCAA to significantly enhance safety at the airport by improving the runway
safety /object free areas, and providing emergency backup power.
Under new legislation, the federal share of funding for general aviation airports has
been revised from ninety -five percent (95 %) to ninety percent (90 %).
The total estimated cost of this design, permit and bid project is $706,250. The FAA
grant award is for $635,625.
During the FY12 budget cycle CCAA requested funds for mitigation maintenance and
monitoring at the Marco Island Executive Airport (Project 50088), for which the cost is
substantially lower than expected. There are sufficient funds remaining in Project 50088
to fund the required local match portion of this project.

FISCAL IMPACT: Budget Amendments for FY2012 are necessary to recognize this
FAA grant revenue for the project in the amount of $635,625 in Fund 498 and local
match in the amount of $70,625 in Fund 499. Budget Amendments are also needed to
reallocate $70,625 from the Fund 496 - MKY Mitigation Maintenance & Monitoring,
Project 50088 to Match Fund 499.
