MINUTES OF THE MEETING OF THE COLLIER CO TY

LET IT BE REMEMBERED, that the Collier County Domestic Animal
Services Advisory Committee in and for the County of Collier, having
conducted business herein, met on this date at 6:30 P.M. in REGULAR
SESSION at Domestic Animal Services Resource Training Room, Davis
Blvd., East Naples, Florida with the following members present:

I. Call to Order:
VicoChairman Marcia Breithaupt called the meeting to order at 6:33 P.M.
II. Attendance — Establish a Quorum:
Roll call was taken and a quorum established
III. Approval of Agenda:
Marjorie Bloom moved to approve the Agenda. Second by Cindy Harrold.
Carried unanimously, 6 -0.
IV. Approval of Minutes: January 15,2013; February 19, 2013 and the Notes
from the March 19, 2013 meetings.
The DASAB took time to re- review the various minutes.
Dan Martin moved to recommend approval of the minutes of January 15, 2013,
as presented Second by Marjorie Bloom. Carried unanimously, 6 -0.
Michael Simonik moved to recommend approval of the minutes of February 19,
2013, as presented. Second by Marcia Breithaupt. Carried unanimously, 6 -0.
Michael Simonik moved to recommend approval of the Notes of the March 19,
2013 meeting. Second by Marcia Breithaupt. Carried unanimously, 6 -0.
V. Old Business:
A. Directors Report
Amanda Townsend reported on the following:
• DAS was short - staffed once again. Ekna Guevara was promoted to
Bayshore Redevelopment. As a result, minutes were sent out late and
administrative activities were busier than ever.
• Budget Process was ongoing and took up a large part of the month.
• A new provider (Sam's Club) was secured for the pet food and cat litter,
which will be less costly and more efficient (No longer using Hill Science
Diet); and, no longer giving free bags of food to adoptees.
• Annual Stats on food and litter — 2,800 lbs of kitten food; 2,500 lbs of cat
food; 14,300 lbs of puppy food; 14,000 lbs of dog food; 9,200 lbs of
scoop -able cat litter and 27,600 lbs of regular cat litter per year.
• Marjorie Bloom asked that adopters be given the food and litter brands
being used while at the shelter.
• Budget items. YTD (6 months) $ 9,400 in citations revenue collected,
which exceeded last year's annual projection.
• License revenue last year 300, 000; close to that figure this year.
• Noted: - With strong budgetary guidance, increase revenue will allow an
increase in expenditures.
• April 9 — Animal Control Ordinance passed on the Consent Agenda
• May 14 - BCC Adoption Hearing for Animal Control Ordinance.
• Two cruelty cases (2 horses) were presented to Judge Carr, granted the
April 16, 2013
custody petition to DAS. They will re -home them when they are well
enough. An injunction against the owner will prohibit his owning again.
• Met with the Health Department streamlining rabies abatement plans
regarding the 10 to 14 day window for exposure; getting everything ready
to implement.
• Will be working with First Responders for the upcoming hurricane season.
• Volunteer Program - revamping and strengthening policies and working
through the Volunteer's concerns.
Dr. Melissa Shyan - Norwalt reported:
• "kitten season" had arrived at DAS
• Day /night switches were providing longer light -time for the cats.
• Cat shelves purchased at Wal -Mart were working out fine
• Shelter Tech from New York was being trained and two more positions
were being advertised. Each one will be cross - trained.
• The goat and the two horses were adopted (one, it was discovered, was a
former race horse who won two races.)
• Reports were received the adopted filly was doing fine.
Dan Christenbury spoke about:
• An invitation by Chairman Marcia Breithaupt to a church gathering to
speak about the All Heart, No Worms Program, featuring heart-worm
positive dogs for adoption.
• Two new dogs had arrived at DAS
• Tuesday, April 23, 2013, the Lecture continues with Veronica McCullion
speaking on Closing the Circle: End of Life Care.
• Tuesday, May 28, 2013 will feature Dr. Melissa Shyan - Norwalt as the
final speaker in the Series.
• Thanked Marjorie Bloom for the story about Sophie, obtained by her
maintaining contact with the adoptive family.
Amanda Townsend added the 4 -H project, Know Your Government
program, whereby 30 High School students tour various Government entities,
DAS being one of them, were given a power point overview and a complete
tour of the facility. The students were very eager to learn.
Amanda encouraged other groups to schedule shelter tours or outreach
programs.
B. Standards of Care development process
Amanda Townsend reported the County Attorney's Office had drafted the
Standards of Care Document. She stated the document had a process to
undergo to finalize it. One issue was to make it a Resolution or Ordinance
item, as a stand alone document; which the attorneys will hash out.
Discussion followed.
Proposed was having administrative meetings with those concerned groups
outside the public forum. The document would apply to permitted entities
only. The County Attorney was more comfortable with the more rigorous
standards for those groups than with the general public. Layers of review

would still need to be passed through.
Marjorie Bloom agreed with the administrative meetings, stating it would
expedite the process.
Cindy Harrold stated she was not as concerned with commercial entities as
with more rigorous standards applied to the public in general.
Michael Simonik disagreed, stating the concern was non commercial
breeders incurring mandatory citations on all issues; but, was assured it was
just on cruelty and neglect. He suggested the rigor be kept in for those who
need it.
Dan Martin added dogs and cats should have separate standards of care
criteria.
Upon consensus of the Advisory Board, Amanda will hold several
administrative meetings with concerned groups and bring back a draft
document that will hopefully allay their fears to the next meeting.
VII. New Business: None
VIII. Public Comments:
Stephen Wright asked for a DASAB vote on Sunday hours or a 7 -day a
week schedule His assertion was the BCC would not consider it without a
positive vote from the DASAB. He had contacted several BCC members
with no hopeful responses.
Amanda responded the Advisory Board was already in favor as shown on
their Top Priority list. It was a matter offending. The item will be put on the
May agenda and she will have a cost analysis at that time.
Tom Kepp inquired about the cost to open an extra day. He noted more fines
have been collected this year; and those could be used for extra hours and
many other things. He commended the ACO's in doing their job with more
enforcement.
IX. Advisory Board Members Comments:
Marjorie Bloom inquired about putting information on the heart worm
project on the bulletin board, as far as time and costs are concerned.
Amanda Townsend explained the All Heart no Worms Project which concerns
adoption of heart worm positive dogs. She stated the Donation Trust
Fund pays for the medicine and agreements with local veterinarians
provide the low -cost treatments.
Michael Simonik reported on the number of animals the Humane Society had
pulled from DAS:
228 animals, consisting of 108 kittens; 16 adult cats; 103 dogs; 1 rabbit and
about 150 kittens that will soon be ready to adopt.
He also spoke about the mobile van to transport adoptions out to the various

planned community adoption events as well as spay and neuter clinic are
where their funds have been used.
The next meeting of the Domestic Animal Advisory Board is May 21, 2013.
There being no further business for the good of the County, the meeting was
adjourned by the order of the Chair at 7:24 P.M.
