EAC Minutes 01/02/2013 2013 Environmental Advisory Council Minutes January 2 , 2013 January 2, 2013 MINUTES OF THE MEETING OF THE COLLIER COUNTY ENVIRONMENTAL ADVISORY COUNCIL Naples, Florida, January 2, 2013 LET IT BE REMEMBERED, the Collier County Environmental Advisory Council, in and for the County of Collier, having conducted business herein, met on this date at 9:00 A.M. in REGULAR SESSION at Administrative Building "F," 3rd Floor, Collier County Government Complex Naples, Florida with the following members present: CHAIRMAN: Andrew Dickman VICE CHAIRMAN: Gary McNally Michael V. Sorrell Brian Doyle Patricia Forkan ALSO PRESENT: Heidi Ashton-Cicko, Assistant County Attorney Stephen Lenberger, Sr. Environmental Specialist Jerry Kurtz, Stormwater and Environmental Planning Manager 1 January 2, 2013 I. Call to Order Mr. Dickman called the meeting to order at 9:00AM. II. Roll Call Roll call was taken and a quorum was established. Patrica Forkan was welcomed as a new member of the Environmental Advisory Council. III. Approval of Agenda Mr. Sorrell moved to approve the Agenda. Second by Mr. McNally. Carried unanimously S—0. IV. Approval of the October 3,2012 meeting minutes Mr. Sorrell moved to approve the minutes of the October 3, 2012 meeting. Second by Mr. McNally. Carried unanimously S—0. V. Upcoming Environmental Advisory Council Absences Mr. Sorrell will not be present for the February meeting. Ms. Forkan will not be available to attend the May meeting. VI. Land Use Petitions None VII. New Business None VIII. Old Business None IX. Council Member Comments A. Subcommittee Report—Land Development Code and Growth Management Plan Subcommittee Mr. Dickman reported: • The Subcommittee members meet the last Wednesday of every other month with the next meeting scheduled for January 30, 2013. • They have been developing policy recommendations on land development issues. • The first Transmittal Memorandum developed for the Collier County Planning Commission and Board of County Commissioners addresses stormwater management in relation to the Watershed Management Plan. • The Memorandum is scheduled for review by the Collier County Planning Commission(CCPC) on January 17, 2013. • The next topic being addressed by the Subcommittee is Low Impact Development standards. • An LID document is being developed and is currently in draft stage. 2 January 2, 2013 Jerry Kurtz reported Sarasota County is on the "leading edge" in utilization of LID methods. He provided photographic examples of LID methods currently in use as follows: Bio Retention Swales— provides at source stormwater treatment utilizing vegetated swales with control structures (if necessary). Pervious Pavers—reduces stormwater runoff from roadways, driveways and sidewalks by allowing the water to percolate into the soil through and/or between the pavers. Green Roofs - utilizing building rooftops as treatment areas including use of vegetation and/or other materials. Stormwater Harvesting—provides for collection of stormwater via cisterns or storage tanks for re-use in landscaped areas. Sunken Landscape Island in Parking Lots—allows the stormwater to percolate into the ground as opposed to discharging onto parking lots as the case with raised islands. Overflow grass parking areas—reduces the amount of impervious surfaces required for peak business times. It was noted LID methods employ "non structural" components designed to treat stormwater at the source as opposed to further downstream. The Council noted: 1. In order for the concept to be successful, it will be important for the program to be incentive based to offset the possible increased costs associated with employing any LID measures (i.e. residential density increases, reductions in required green or open space, allowance for increased commercial/industrial building square footage, etc). 2. It may be prudent for the County, as recommended by the consultant who assisted in developing the Watershed Management Plan, to implement a "Stormwater Utility Tax"with a decreasing rate schedule for proponents of projects who utilize specific LID concepts within their developments. B. Update Members on Projects The Council recognized Staff's effort in distributing educational information on the Fertilizer Ordinance via County tax bills. X. Staff Comments A. Reminder—Stormwater Management Memo being presented to Planning Commission on January 17,20-13. Staff provided a copy of the Transmittal Memorandum dated October 3, 2012 to the CCPC and BCC from Andrew Dickman, Chair, Collier Count Environmental Advisory Council—RE: "Stormwater Management" for information purposes.
