Ochopee FCD Advisory Board Minutes 04/08/2013 2013 Ochopee Fire Control District Advisory Committee Minutes April 8 , 2013 OCHOPEE FIRE CONTROL ADVISORY COMMITTEE MEETING HELD APRIL 8, 2013 The following were in attendance: Caleb Morris, Captain Ochopee Fire Control District Ronald Gilbert, Chairman, Ochopee Fire Control District Tony Davis, Port of the Islands, Advisory Committee Member Frank Hawkins, Port of the Islands, Advisory Committee Member ROLL CALL OF ATTENDEES: The meeting came to order at 4PM. ADDITIONS AND DELETIONS TO AGENDA: Frank Hawkins wanted an update regarding the citation for the tables and chairs in the path of egress. The Chief stated he had referred it to the State Attorney's Office. Capt Morris — It has been turned over to the State Attorney's Office and he hasn't heard anything new. APPROVAL OF AGENDA: A motion was made to approve the agenda as written it was seconded and passed. APPROVAL OF MINUTES OF REGULAR MEETING OF 2-11-13: The minutes were approved with corrections. AWARDS AND RECOGNITIONS: None. Page 1 REPORTS CHIEF'S REPORT: Capt Morris—We had the pre-budget meeting everything is on track. Frank Hawkins—What budget quarter are we in? Capt Morris—Our next meeting we will be going into the second quarter of the budget everything is still on track. We are not predicted to be behind. Capt Morris—Line of Duty Deaths so far for 2013 is 83 and for the month of March 7. OPERATIONS REPORT: Capt Morris—Incidents, we had a total of 83 calls for the month of March so the call volume is up. Three calls out of District were mutual aid to Marco Island Fire Department. One Boat call, two fire inspections,fire investigations 0 and total training hours for March was 616. Ron Gilbert- He advised everyone in his building about objects in hall ways. He also put up a notice at Port of the Islands Realty about it and that the unit owner would be fined not the condo association. Capt Morris—We had some phone calls about flower pots in the hall ways. OLD BUSINESS Grant Up Date: Capt Morris—The FEMA Grant was awarded and it goes before the Board of County Commissioners for approval to accept the award on 4-9-13. Once it is approved we can order the radios. In four years when they pull the plug on this radio system our current radios will not work so they have to be replaced. So we will be a head of the game by replacing the radios now. Page 2 I-75 Station: Captain Morris—We are waiting on Senator Richter to take care of obtaining the funding regarding the operating expenses. They are drawing up the plans and still moving forward with the station. Frank Hawkins — At the January Meeting it was said that Commissioners Hillard, Commisioner Nance, Dan Summers and Chief McLaughlin were to attend a meeting with the Governor are they still going to do that? Captain Morris— He wasn't sure that was still going to happen. Senator Richter is supposed to be taking care of the funding of operation expenses. Port of the Islands Station: Captain Morris—There is a meeting tomorrow regarding the pre-bid process for the Station at Port of the Islands. He believes that by Thanksgiving the board will be meeting in the remodeled facility. The money has already been transferred to the Ochopee Fire Control District budget. Ron Gilbert--What is a pre-bid meeting? Captain Morris—They will go over the plans and procedures as to how it will all take place then send it out to bid. They are going to put a deadline on the bid that if it is not completed within the time period set the contractor will have to pay the District's rental expenses. Ron Gilbert — He said some insurance companies say you have to be within two miles of a fire station so that is a loop hole the permanent structure will make a difference. We will need another letter to advise everyone that there is now a station. Vacant Position on the Advisory Board: Captain Morris—We are trying to find prospects. Tony Davis— He has some people in mind. Frank Hawkins — Maybe when the contract with Everglades City is renewed it could be part of the contract that they provide some one for the Advisory Board. Tony Davis —They provide a member now but I don't know if that is a courtesy or if it is in the contract. There is already a requirement that there be a representative from the City. Page 3 Captain Morris—It used to be that there is supposed to be a member from each area of the District. Frank Hawkins-- It is written in the ordinance that there is to be a representative from each area. Captain Morris—Yes it is written that way but if you can't obtain representatives from each area you can still fill the position. Tony Davis—Suggested that maybe the Chief should contact Mayor Hamilton about appointing someone who would be able to attend the meetings. Captain Morris—We are still working on the renewal of the Everglades City Agreement for Service. Budget: Captain Morris-There have been some pre-budget meetings. We will still be short next year $435,000 which will be covered by Pilt funds which will be transferred out of general fund to the Ochopee budget. Tony Davis— He attended the budget work shop. He found it interesting as to the budget process and how it continues from one budget year to the next. Ron Gilbert—He asked if the workshop was recorded. Captain Morris—He will find out if it was. Ron Gilbert— If it was he would like a copy to review it. Ordinance Amendment: Captain Morris—The ordinance amendment stemmed from Isles of Capri wanting to change some things in their ordinance but per Chief McLaughlin that idea is dead in the water. Ron Gilbert—That was for Isles of Capri. Captain Morris—Yes, but it would have affected us. Frank Hawkins—We did talk about it at the last meeting and if Isles of Capris ordinance changed then Ochopee's would have as well. Page 4 District I: Captain Morris—We cover 72% of District I already but it is under contract. The Chief is going to give a presentation to the County about adopting District I into the Ochopee Fire District. The 30%we do not cover would be contracted out to the other three Districts. It is currently taxed at 2 mils so if Ochopee Fire Control District adopts District I it would double the revenue that we are now receving. Ron Gilbert—Who is covering the other 30%? Captain Morris—Golden Gate Fire District, East Naples Fire District and Isles of Capri Fire District. In the past there was resistance to taking in District I because it would have a negative affect on the other Fire Districts they would lose their contracted funds but with this new plan no one loses we will subcontract the area we don't cover. Tony Davis—When is that going to be presented or has he already given the presentation? Captain Morris—He gave the presentation to Collier County budget personnel on 3-25-13 they thought it was a good idea. District I belongs to the County the coverage is contract out. In fact everyone would get more money. Frank Hawkins—Yes it would be more money for everyone because it will change to 4 mils. The Chief was going to bring the maps and the power point. NEW BUSINESS Budget Workshop for Advisory Board Members on 3-7-13: Tony Davis— He met Ochopee's new Administrator Len Price at the workshop. Budget Meeting with Mark Isackson (Budget Office) 3-25-13: Captain Morris—Chief McLaughlin gave his District I presentation at this meeting. There weren't any issues regarding the pilt funds the meeting went well. Page 5 Budget Meeting with Len Price on 3-25-13: Captain Morris—After the meeting with Mark Isackson Chief McLaughlin went to a budget meeting with Len Price and everything concerning the budget seemed to be on track.
