MINUTES OF THE COLLIER COUNTY BOARD OF COUNTY
COMMISSIONERS WORKSHOP MEETING
Naples, Florida, April 2, 2013
LET IT BE REMEMBERED the Board of County Commissioners in and for
the County of Collier, having conducted business herein, met on this date at 1:00
P.M. in WORKSHOP AND SPECIAL SESSION in Building "F" of the
Government Complex, Naples, Florida with the following members present:

1. Pledge of Allegiance
Chairwoman Georgia Hiller called the meeting to order at 1:00 p.m.
The Pledge of Allegiance was recited.
Chairwoman Hiller suggested modifying the order in which the items on the agenda were to
be heard. It was determined the Affordable Housing Inventory Report would be presented
first, followed by Clam Pass Dredging and then discussion on the 2014 Beach
Renourishment Peer Review and Sand Placement/Quantity.
2. Affordable Housing Inventory Report
Michelle Mosca, Principal Planner, Growth Management Division went over the
direction given to staff; to annually inventory certain affordable housing inventory in the
County based on specific criteria and she went on to highlight the results illustrated in the
analysis and report.
Commissioner Fiala commended staff for their great job in clarifying the information in the
report. She noted staff's analysis in interpreting and mapping the inventory that was actually
on the ground versus what was on paper.
Reference was also made to calculating the inventory by business districts in regard to
district boundaries and also what state requirements needed to be met.

Chairwoman Hiller thanked the speaker for his input.
Commissioner Fiala indicated the numbers could be skewed.
Commissioner Nance brought up demographics and thought the numbers did not provide
results with enough specificity. He indicated more analyzing of the data and clarifying
districts and numbers would be beneficial to all.
Commissioner Hiller mentioned the report is only intended for knowledge and inventory
purposes. She would like the accuracy verified and requested reconciliation.
County Manager Ochs reminded those in attendance this report was not a statutory
requirement. The Board of County Commissioners requested the report. It was
designed to be used for informational purposes regarding inventory only.
Michelle Mosca indicated reconciliation could easily be done for more clarity.
She confirmed the request for the market valuation of housing throughout Collier County.

3. Clam Pass Dredging
Neil Dorrill, Administrator, Pelican Bay Services Division provided a report
and that included the following:
Coastal Planning & Engineering's design review
Explained issues or differences
Addressed specific questions and concerns
Ken Humiston, P.E. with Humiston and Moore Engineers commented on the importance of
understanding the inlet's size. These areas are subject to wave energy and close frequently.
Mohammed Dabees, Ph.D.,P.E. with Humiston and Moore:
Presented an overview of project
Offered an explanation to open and closed inlets
Described the special set of circumstances
Discussed maintenance and response to high energy wave events and storms
Talked about the need for continued dredging to restore Clam Pass
Explained design calculations, fill, nourishment and erosion
Provided a history on the dredging of Clam Pass
Commissioner Henning questioned what might have happened if the dredge would
have entered to the north instead of straight?
Is a 10-year maintenance permit contemplated over the next 10 months?
Considered ebb shoal not being there?
In the closing of the Pass; where did that material come from?
Commissioner Coyle had questions regarding the knowledge of those that were involved
in the project. He commented on the need to understand weather patterns. Past projects
had endured more storm activity and the Pass had not closed up. He asked why there was
no plan or advice given regarding events that should be known about in this climate. If
possible obstacles were involved, why were risks being taken. He would like those that
were hired to do what they were contracted and paid to do.
Chairwoman Hiller said that was not the case. It was her opinion there was a systemic
failure on behalf of the BCC and this was a consequence of decisions made by the prior
Board. She went on to say, Clam Pass was not properly maintained and had been neglected.
The same is seen at Doctors Pass and Wiggins Pass. Sand has been allowed to build up at
these inlets and that has allowed for problems to occur. There have been repeated complaints
due to the inability to navigate. This has happened because of poor administration of inlets
and renourishment of beaches in the county. She wants to make sure this trend does not get
repeated again. The engineers did what they were hired to do but were legally and physically
constrained.
Commissioner Coyle declared those allegations were false. The Board tried to get a permit
but it had been delayed year after year. He said beach renourishment has been brought

before the Board many times for discussion. False information was now being spread as to
what the past Board was trying to do.
Chairwoman Hiller stated that when the Pass closed, county administration failed to request an
emergency permit. She indicated they tried to push through a 10-year permit and the agency would
not go along with that. She said staff presented an application that took 2-years to prepare.
Leo Ochs mentioned changes to the coastline and defended current and past staff; he did
not feel they were derelict in renewing the permit.
Commissioner Hiller asked Mr. McAlpin to produce a 2012 email regarding the
Management Plan.

Commissioner Hiller suggested incorrect statements were made and said clarity was
needed on all matters regarding the dredge. She recommended Ms. Cravens review the
transcript if she was concerned and note those statements she believed were incorrect.

4. 2014 Beach Renourishment Peer Review and Sand Placement/Quantity
Gary McAlpin, Coastal Zone Management Director summarized the objective
referenced in the Executive Summary. After that he presented the Atkin's peer review of
Coastal Planning and Engineering's design for 2014 Beach Renourishment.
Chairwoman Hiller disputed the figures that were given.
Steve Keene, P.E. with Coastal Planning & Engineering remarked on information in the
peer review.
Chairwoman Hiller requested additional clarity and commented on the need to dredge
Doctor's Pass.
Commissioner Henning had questions regarding state and federal money received.
Gary McAlpin reviewed the information presented ion the table, went over the
conclusions that were reached and recommended moving forward. He noted a survey
would also need approval, but that was currently in the process of happening.

Bill Moss discussed credentials, indicating fairly predictive methodologies and said he
was in favor of the renourishment project.
Discussion continued on topics including:

• Inlet Management Plans
• Quantity of sand required
• Future dredge activities
• Possible objections by the state
• Bidding procedures and options
• Including beaches in the AUIR
